Hmmm…maybe a kestrel? That seemed to be the closest match that I could find at the site below. Maybe you’ll have some better results. http://www.whatbird.com/

That’s an adult Red-Shouldered Hawk. They’re fairly common in California, and quite beautiful as you can see! One of my favorites!
